 Abstract 

The article analyzes the history of the establishment of the Institute for combating juvenile delinquency, starting from the period of Ancient Russia, when the first thoughts about the importance of fighting this type of crime appeared, and ending with the modern stage of development of departments for juvenile Affairs. Statistical data reflecting the state of juvenile delinquency in Russia as a whole and separately in the Penza region are studied. Problematic issues related to the growth of juvenile delinquency, especially with its manifestation as latency, are considered. Specific recommendations are proposed to help eliminate the identified problems that are relevant at this stage of development of bodies whose activities are aimed at combating juvenile delinquency, because in addition to juvenile inspectors, other employees of internal Affairs bodies also perform functions to prevent this type of crime. A number of preventive measures organized and conducted on the territory of the Penza region are highlighted.
